“The labor project contained in the first draft of the plan was put to the parliamentary assessment by the previous government and I intend to move in full continuity as this approach is fully compatible with the broader reform framework on which the action of the ministry is focused since since my inauguration “, said the minister, specifying that” the first issue to be addressed is an intervention to reform the social safety nets, in the direction of universalization and simplification. To this end, we have already opened discussions with the social partners. But if this reform cannot find space for direct financing in the NRP, on the other hand it must be intimately connected to an organic reform of the instruments of active policy which instead is required to be at the center of the national plans. and by involving the regions I intend to start a discussion by the end of this month “.
Orlando also explained that “the full implementation of the extraordinary plan to strengthen employment centers, already funded by the decree establishing the Citizenship Income is crucial: we must speed up the processes and be more ambitious, for example by pursuing the goal of establish proximity standards and improve integration with the network of local services, in particular social and health services for beneficiaries with complex needs, also providing for specific training actions for operators, the creation of the national network of regional market observatories del Lavoro and the completion of the interoperability of information systems with the national system. These actions are partly placed in the NRP, albeit already financed, for consistency with the overall reform “.
On citizenship income, the Minister of Labor announced that the bureaucratic mechanisms must be reviewed. “I have set up a committee, as was foreseen by the law, in which, in addition to experts, also representatives of INPS, ANPAL and INAP have been put in, but I intend to propose a change that also includes a representative of the Municipalities.
