ROMA – The new Law on Competition – approved yesterday by the Council of Ministers – does not fully convince the European Commission. A spokesman for the European Commission from Brussels calls into question the issue of concessions for public beaches.
The new law on competition is limited to providing for a mapping of bathing concessions, in order to understand who manages what, for how long and at what expense.
For the moment there is no trace of the liberalization that Europe has been asking for since 2006 with the Bolkestein directive. Italy, in other words, will not organize the tenders open to all that would allow the use of the beaches to be assigned to the most efficient entrepreneurs and at more favorable conditions for the public purse.
A spokesman for the European Commission says: “We are aware of recent developments with Italian legislation. It is a preliminary statement by the Italian authorities how to prepare the reform process in bathing concessions. The content and not the form of this reform is important for the Commission. “.
“For us it is important that the Italian authorities proceed quickly to bring their legislation and practices into conformity with European legislation and also with the jurisprudence of the Court of Justice”
