The fact that there is no decision on this even 775 days after the start of the war is not only due to the fact that many different interests have to be united in the EU and there is a lack of coordination structures. It’s more because the legal situation is not clear and there is no precedent. In order to be able to legally use the frozen funds for reparations payments, a “legal adjustment” is required. Even if only an insignificant change in the law were necessary, Western politicians are not prepared to adopt Russian legislative practices and change laws to suit short-term intentions.
