Rome. The governmentās amendment to the Superbonus Decree has been stamped. The text, in six pages, also contains the rule which provides for the distribution of the deduction āinto ten annual installments of the same amountā for expenses related to the Superbonus incurred in 2024. Specific rules are also planned for banks, starting from 2025.
The deductibility over 10 years of expenses for interventions with the Superbonus concerns an amount of usable deductions equal to almost 12 billion between 2024 and 2025. This emerges from the technical report on the governmentās amendment to the Superbonus decree which arrived during the night, which introduces the measure. āFor the purposes of the estimate, the amount of deductions available for the year 2024 equal to approximately 6,211 million euros and for the year 2025 equal to approximately 5,780 million euros were considered, discounted in the budget forecastsā, we read.
Rather harsh back and forth, on the topic, between Giorgetti and Tajani. āI want to see clearly in the new textā on the superbonus, says the deputy prime minister and leader of FI Antonio Tajani. The text āwhich was presented tonight by the Ministry of the Economy, however, we really need to pay very, very, very much attention. On Monday morning, as a party, I will listen to all the representatives of the various categories to understand what needs to be adjusted in Parliament with respect to this proposal that the Ministry gave me.ā He said this at the inauguration of Condominium in Fiera. āAbove all ā he added Tajani ā retroactive rules cannot be given because it is a very clear legal principleā.
Giorgetti replies harshly: āWhen Tajani reads the amendment he will understand the common sense that inspired it, I believe he will come to terms with it too, because otherwise we will have to go and re-discuss many expenses we have. At that point Tajani also returned to the topic: āMinister Giorgetti will also come to terms with itā, āBecause ā he said ā before voting in Parliament on an amendment which is not from the government but is from the ministry, we want to evaluate whether it is an amendment that respects the fundamental rules of our legal civilization. Our legal civilization provides that regulations cannot be approved with retroactive effect. The regulations can come into force from today until the futureā. Then Tajani also tried to tone it down: āGiancarlo Giorgetti is a dear friend, an excellent minister. Itās not that the government is wobbling because of an amendmentā: the comparison āis normal administrationā, āI am extremely loyal to the other forces of the governmentā. And he adds āthe text has improvedā. He reiterates āA principle remains in conflict with our legal civilization: regulations cannot be imposed with retroactive effectā.
