On the one-euro houses in the historic center of Taranto, the ancient island bordered by the two seas (Mar Piccolo and Mar Grande), emblem of the city, the Municipality relaunches and brings to the market a second offer a few months after the awarding of the first . The proposed properties belong to the municipal assets (because they are already owned or because they are freely given to the body by private individuals) and are in conditions of evident deterioration. This time 9 “sky-earth” buildings are offered for a total of about 50 residential units. The announcement is already available on the institutional website. The Municipality of Taranto explains that “the procedure is destined to retrace the success of the first edition which attracted the attention of international investors to Taranto, and in particular to the old city”.

Surface right for 100 years

The new owners will have a concession with surface right for 100 years. They will be responsible for the costs of renovating the apartment or building. Furthermore, they will have to provide themselves with all the authorizations, including that of the Superintendency, consistent with the intended use. Among the proposed real estate units, those in the square in front of the church of Santi Medici, in the final stretch of via Garibaldi towards piazza Fontana, near the Arco San Giovanni, in via Pentite, via Cava, vico Trappeto (2), largo Gennarini and Largo San Nicola, the latter defined by the Municipality as “particularly prestigious”.

The differences between the two calls

Compared to the first call, the second on the one hand simplified the procedure and on the other added new evaluation criteria. These include the use of eco-sustainable materials in the renovation, the low environmental impact, the low energy impact and the completeness of the project documentation.

The reward criteria

In the evaluation, as many as 30 points are awarded if the project presented is integrated with an adjacent property or located in the “very immediate vicinity”. Furthermore, the highest score is attributed to those who will use the property granted as a home, their own or to be rented. A decreasing score is instead assigned to hospitality, commercial, cultural and tertiary uses. It will lead to an unfavorable evaluation “The use of materials that are inconsistent with the reference context”.

The deadline

Application deadline, next June 30th. Taranto still remains the largest Italian center that is having this experience. Membership is open to individuals, businesses, agencies, partnerships and corporations. The works must be completed within one year from the release of the building permit, except for justified extensions. To guarantee the works, the successful bidder must sign a surety policy of € 1,000 towards the Municipality. Who will collect it if the concessionaire fails to comply. The first call, launched last year, was intended as a test. 7 houses were placed on the market and 21 replied. 4 units were assigned, an offer was not taken into consideration while no proposals were received for 2.
