The opinion proposes to make full use of existing personal bank accounts to pay salaries. Individuals shall not be compelled to open new bank accounts in the bank due to salary payment or other reasons, and the opening of personal wage accounts shall not be used as a prerequisite for the opening of bank settlement accounts by units.

The opinion also proposes to optimize the personal bank account opening process.
