When a traffic fine arrives at home, we treat notification and assessment fees as the least of the problems. Far more worried about the size of the sanction – and perhaps the points that are deducted from us – we hardly notice them, especially if the amount of the fine is high. Yet, on this handful of euros (which multiplied by all motorists fined make a substantial figure) many municipalities build treasures, often in a very opaque way.
