Peronism in the province of Río Negro was very important from 1973 to 1976. The management of Governor Mario José Franco was extraordinary, with a health plan that remained in the history of the entire country. From that time to the current times, Peronism was able to govern for only 21 days until the death of Carlos Soria. The last two strong leaders apart from the newly appointed one were that of Doctor Víctor Sodero Nievas and Doctor Miguel Ángel Pichetto.
Then, the Peronism of Río Negro entered a very big institutional crisis: hand-picked congressmen and party councilors, closed basic units throughout the province and authoritarianism of the party’s representatives, made the member not want to participate.
