The Union UPCN yesterday elevated the provincial governmentprior to the meeting called due to the health conflict, a series of approaches and proposals to address the problem beyond the salary issue, in which he talks about reforms, cuts in work hours, differential payments and other points.

The note is presented as a series of “proposals” to offer “structural solutions” in health, while the union led by Juan Carlos Scalesi affirmed its “deep concern regarding the hospital crisis and consequently the public care system of health for the most vulnerable of our people.”

One by one the points pointed out by UPCN

The creation of a hospital law is necessary and urgent exclusive so that workers do not coexist under two different regimes such as laws 3487 and 1904; having to modernize to enhance each of the tasks and services that must be provided.

We request that a audit in each hospital in order to obtain accurate information on the reality of each sector and adapt possible solutions.

We propose immediate review for the update of Resolution No. 745/86 by which the Regulations of the Program Areasthe structures of their different levels of complexity, the general and specific missions and functions of the members of the health teams in said areas that are specified in Annex I of said resolution, understanding that currently many of its sections are obsolete.

We request the modification of the regulations so that the Hospital directors are determined by competition and whose position must be periodically revalidated.

Create an operating and administrative system that allows the province’s hospitals to reestablish the method of billing and collection of social works.

We need the review of the modification of Law No. 5659 that regulates the activity of Health Agents.

It is necessary to enhance the primary health care strengthening field work throughout the provincial territory.

We propose that the schedule of all workers in the nursing sector is 6 hours a day distributed in 4 shifts.

We propose that the guards are reduced to 12 hours maximum for each worker and that they, as well as overtime, are not used as currency and are paid as long as they are actually performed.

We request the immediate cessation of indiscriminate payment of guards.

We request the immediate hierarchy of professionals who perform full-time tasks.

We request that outpatient clinics both in hospitals and in peripheral wards must remain open both morning and afternoon shifts in order to decompress the central areas.

The modification of law No. 5506 /2021 that provides for collective labor negotiations for the provincial public administration and in whose scope – as long as it is modified as opportunely requested – fairer spaces could be generated for the discussion and resolution of labor problems.

We ask the provincial government to manage all the necessary resources to effectively comply with the proposed modifications.
