CATANZARO The president of the Calabria Region, Roberto Occhiuto, as commissioner ad acta for the repayment plan, announces that, today he signed, with the Minister of Health, Roberto Speranza, the Institutional Development Contract (Cis) of the Pnrr – Mission 6 “Health” of the Calabria Region.
The CIS is the programming tool identified by the national legislation for the “Health” Mission of the NRP, and contains the list of interventions planned in the Calabria Region for the achievement of the objectives of strengthening the Health Service.

The operational plan: 311 million from the NRP and 39 from the regional government

The Regional Operational Plan Pnrr-M6 of the interventions included in the CIS was approved by the President of the Calabria Region, as commissioner ad acta for the re-entry plan, with Dca number 59 of 24 May last. The Plan, drawn up in accordance with the scheme approved by the decree of the Minister of Health April 5, 2022, defines the programming of the interventions that the Calabria Region intends to implement based on the total resources of 350,010,679.47 euros, of which 311,055,485.13 euro allocated by the Ministerial Decree of 20 January 2022 as part of the Pnrr, and 38,955,194.34 euro of regional resources, made available by the resolution of the Regional Council number 174 of 30 April 2022.
The Plan is structured in investment lines, relating to Component 1 and Component 2.

Community houses and taking charge of the person

The investment, for a total amount of € 96,562,778.00, consists in the creation and start-up of 61 Community Houses, through the activation, development and aggregation of basic assistance services and the creation of assistance centers for an integrated response to the health needs of the area. The Community Houses will be equipped with technological equipment, in order to guarantee equal access, territorial proximity and quality of assistance to people, regardless of age and their clinical picture (chronically ill, non self-sufficient people who need long-term care term, people with disabilities, mental distress, poverty), through the activation, development and aggregation of primary care services, and the creation of health, functional and energy efficient care delivery centers , for a multi-professional response (general practitioners, pediatricians of free choice, medical specialists, family and community nurses, other health professionals, social workers).

Home as the first place for care and telemedicine: the territorial operational centers

The investment, for a total amount of € 4,122,179.00, concerns the construction of 21 Territorial Operating Centers (COT). Closely connected to the aforementioned investment, two other investments are planned, concerning the corporate interconnection of the aforementioned COTs, through the implementation of 5 interventions (one for each Province) for a total amount of € 1,500,349.00, and the supply of devices for each COT, again through 5 interventions (one per Province) for a total amount of € 2,037,498.20. The goal is to connect and coordinate, through the COTs, home services with various local, social, health and hospital services and with the emergency network, in order to ensure continuity, accessibility and integration of care.

Community hospitals)

The investment, for a total amount of € 52,710,023.00, consists in the construction and start-up of 20 community hospitals. The Community Hospital is a short-term hospitalization facility, equipped with 20 beds, in which nurses, socio-health workers and doctors work, which pertains to the essential level of territorial assistance and performs an intermediate function between home and hospitalization. , with the aim of avoiding improper hospital admissions and favoring protected discharges in places more suitable for the prevalence of care needs, clinical stabilization, functional recovery and autonomy closer to home.

The digitization of the Goddess

The investment, amounting to € 54,573,930.43, concerns the upgrading of the computerization level of 11 hospitals (HUB and SPOKE), 1st level and 2nd level DEA (Emergency and Acceptance Departments) offices, through the implementation of CEDs (Data Processing Centers) and the acquisition of information technologies (hardware and / or software), electro-medical technologies, additional technologies and auxiliary works, necessary to carry out the computerization of each hospital ward.

Large sanitary equipment

The investment, amounting to € 44,753,062.00, concerns the modernization of the technology park through the replacement of 286 devices characterized by an age of more than 5 years and will allow not only to make diagnostic equipment available to Calabrian citizens and more effective care, but also to significantly reduce the access times to related services. In particular, the purchase of 9 CT scans, 2 Magnetic Resonances, 1 linear accelerator, 1 gamma camera, 12 mammograms with tomosynthesis, 3 cardiological angiographs, 182 ecotomographs and 76 radiology equipment, to be distributed in the hospital network of the Calabria Region. .

Safe and sustainable new hospital

The two investments respectively envisage the implementation of 6 interventions, financed from PNRR funds and co-financed by the Calabria Region, for a total amount of € 34,847,346.00, and 7 interventions financed from the resources of the Complementary National Plan Pnrr, for an amount of € 54,569,789.00. The implementation of the Plan has the fundamental objective of guaranteeing the seismic adaptation / improvement of some hospitals, currently in operation, which are in situations of serious structural criticality, a source of extremely high risk conditions for the assets and safety of operators. health and users.

Information flows

The investment, amounting to € 1,140,320.46, through the establishment of 4 new information flows, aims to strengthen the technological infrastructure and analysis tools of the Ministry of Health, for monitoring the essential levels of assistance and the planning of health care services based on the analysis of health data and the predictive capacity of the Italian NHS.

Professional training

The investment, amounting to € 3,193,404.38, aims to organize and deliver a training course in hospital infections to at least 11,707 employees of the SSR.
