TRENTO. Why can a citizen, who has access to his “electronic medical record”, only see certain tests online, and not his entire clinical situation?
This was asked by the Futura provincial councilor, Paolo Zanella. One who understands a little, being a professional nurse by trade, former department coordinator and “trainer” of colleagues during the Covid emergency. Which has proposed to the provincial government to “open” all data in the Fast TreC. But the commissioner Segnana replied no. On the contrary: “The technicians of the health company said no. What Segnana thinks is not received, because the department is in the hands of the technicians»Says Zanella.
The councilor writes: “It was senselessly rejected by the majority, captained for the occasion by the councilor Segnana, a motion asking for a simple improvement of the Citizen’s Medical Record useful to citizens: feed the digital file also with the diagnostic reports of instrumental examinations, visits and biohumoral samples taken during hospitalization or access to the PS (ex post, not during hospitalization).
I postponed the discussion from the last session to this one to be able to deepen with the management of the APSS and the Department, because I believed that the resistance was unfounded. And instead the wall on the part of both, motivating the denial of my request with the need that the reports of a hospitalization / access to the PS must be accompanied by the clinical diary that allows them to be interpreted.
Absurd. If you do a CT scan as an outdoor service and you find a tumor mass you see the report and until you hear the GP no one “interprets” it. However, if they discharge you after having visited you every day, updated on your situation, delivered the discharge letter, also uploaded to TreC, the CT scan or the sampling done in the ward or in the PS, no, they will not upload them to you. No, because you wouldn’t be able to interpret them.
I see a good share of paternalism and a hint of defensive medicine. Because the hassle of requesting (for a fee) a copy of the medical records not everyone takes it, a little bit is also aimed at this. And then, other than the digital and environmental transition, we clog the offices with requests and consume paper by the ton.
What perplexes me most – and I said this to the person concerned in the Chamber – is that the councilor only carries out the line of technicians. At the meeting I had with her, I did not hear her say a word or bring a vision of her. Today those who govern the Trentino healthcare system (beyond the ideological position on the specialties in the suburbs) are the Department of Ruscitti and the APSS of Ferro.
