Covid home care, what changes (finally) with the State-Regions agreement

It took a year and a half, but finally something is changing. The health minister Roberto Speranza signed aagreement between the State and the Regions on Covid home care. A very important and necessary turning point, as we at QuiFinanza have pointed out several times on these pages (for example here when we talked about the drugs to take immediately and which ones to avoid).

A treatment protocol shared and used by hundreds of doctors throughout Italy, with which it was possible take charge and heal early and for free thousands of positives, at home, intervening from the very first symptoms of the disease, which, if treated with anti-inflammatories but not only, does not risk turning into something serious and potentially fatal. Probably, if this protocol had been adopted earlier, thousands of victims could have been spared.

Speranza explained that with the agreement between the State and the Regions on home care “a fundamental step is being taken to build the health of tomorrow”. Thanks to the NRP, 4 billion euros will be invested in home care, to bring public assistance and the most appropriate care to patients’ homes.

Until now, there was no accreditation scheme for home care. There were only small realities, committees, associations, cooperatives, which also prevented the worsening of the disease for thousands of people. Piedmont was the first region to give the green light to home therapies. Now, finally, national recognition arrives.

The new authorization and accreditation system approved, it sets “high and homogeneous” requirements for all subjects who provide these services and will guarantee treatments with advanced standards and of the same quality throughout the national territory.

“We will be able to better care for people, avoiding the need to go to the hospital when it is not necessary and making the best use of resources ”, said Speranza, underlining that the agreement extends the authorization and accreditation system for all public and private entities and subjects that provide these services to home care.

In particular, it states, the Regions and the Autonomous Provinces of Trento and Bolzano by August 2022 they will have to activate the authorization and accreditation system public and private organizations for the provision of home care, determining, in particular, the needs according to the assistance functions identified in the health planning to guarantee the essential levels of assistance.

Those who have already adopted their own system of authorization and accreditation of public and private organizations for the provision of home care must always adapt the system within 12 months.

Covid home care, what changes for patients and the health system

In concrete terms, what changes for patients? It will be the patient who chooses the institution he prefers to be treated, as well as to choose the hospital where to be hospitalized if necessary.

But the benefits aren’t just for people. The national health system could benefit significantly from this: to give a number, the costs incurred for a bed in the hospital are around 600 euros per day, while about 60 are enough for home treatments.

Pending the identification of the tariff system by the competent National Commission, the tariffs are defined by the individual Regions and Autonomous Provinces. An annual monitoring of the implementation of the agreement is also activated. There are no new or greater charges to be borne by public finance.
