On December 13, 2023, the federal government decided on a comprehensive action plan for strengthening Germany as a research and production location with its strategy paper “Improving the framework conditions for the pharmaceutical sector in Germany”.

With the Medical Research Act, the Federal Ministry of Health and the Federal Environment Ministry are now jointly implementing a significant part of this federal government strategy. In particular, changes will be made to the Medicines Act (AMG), the Medical Devices Law Implementation Act (MPDG) and the Radiation Protection Act (StrlSchG). After the decision by the cabinet, the draft law will next be submitted to the Bundesrat and the Bundestag for consideration and adoption. It does not require the approval of the Federal Council.
