German Bundestag – Financing of vocational nursing training

Berlin: (hib/PK) The federal government’s report on the adjustment of the direct payment of the social care insurance (SPV) to finance vocational nursing training is now available as information (10/10339). The federal government is obliged to report on the adjustment every three years and for the first time in 2023, according to the template.

According to the information, the SPV’s cost contribution is currently 3.6 percent of the total costs of professional nursing training. The private compulsory nursing care insurance reimburses ten percent of this. The cost contribution of inpatient and outpatient care facilities currently amounts to around 30.2 percent of the total costs for nursing training. These costs would be fully refinanced by those in need of care themselves.

A need for adjustment arises if the financial burden on the individual person in need of care due to the training costs increases more than their disposable income, usually the pension. Taking into account the pension adjustment in 2023, the cost contribution of care facilities and thus indirectly those in need of care has increased by around six percentage points more than the available pension income. Compared to 2022, there was a pension adjustment of around 4.7 percent and an increase in the cost of vocational nursing training of 10.7 percent.

For the SPV, such an increase in cost sharing would result in additional expenditure of an estimated 85 million euros per year. To the same extent, the care facilities’ cost share would be reduced from around 30.2 percent to around 28.5 percent.
