German Bundestag – reform proposals for the practical year in medical studies

Berlin: (hib/PK) The Union parliamentary group is committed to new regulations in the practical year (PY) of medical studies. Medical students in their internship make a significant contribution to the success of clinical patient care. They support the clinic process as cheap or sometimes even free workers, according to a motion (20/10978) from the parliamentary group.

It is not uncommon for university hospitals to pay the intern students an allowance, which, however, is lower than the legal minimum wage. Due to the largely unpaid work, many students have to earn extra money to support themselves in their limited free time. As a result of the different compensation for expenses, it is common practice for students to choose the clinic in which they want to complete their internship based on the compensation.

Furthermore, in the opinion of the MPs, the absence regulations also need to be optimized. So far there have been a total of 30 days of absence for the entire year. However, the days of absence were not exclusively for relaxation or preparation for the third state examination, but were also sick days that were counted as usual days of absence. This means that PJ students who are actually sick often go to the training center.

In their application, the MPs demand that, in consultation with the states, the reimbursement for expenses for completing the internship should be determined as uniformly as possible, so that the selection criterion is not primarily the amount of remuneration, but rather the range of courses. Sick days and days of absence during the clinical year should be separated in the licensing regulations for doctors (ÄApprO). In addition, the opportunity should be created for medical students with previous professional training to be able to obtain a KfW student loan in the semesters in which the internship is completed.
