THE TIME: Ms. Bär, the Union argues that the law against the traffic light legalization of cannabis violates international law. Why do you think that?
Dorothee Bär: International law does allow the use of cannabis for scientific or medical purposes in a very narrow sense. But not commercial cultivation and trade. There is a United Nations Convention on Drug Control from 1988. The UN Drug Control Council clearly assesses the federal government’s comprehensive cannabis legalization as being in breach of the treaty.
