The heads of government of the European Union have managed to reach an agreement to allocate another 50 billion euros in aid to Ukraine. The Hungarian resistance. “We have a deal. All 27 leaders agreed on an additional support package of 50 billion euros for Ukraine within the EU budget. In this way, constant financing is guaranteed, long-term and predictable for Ukraine. The EU is taking leadership and responsibility for supporting Ukraine,” announced the President of the European Council Charles Michel. A passage was added to the agreement, which was particularly dear to the Hungarian president Viktor Orban: a reminder of the December 2020 European Council conclusions on conditionality mechanism, on the basis of which Brussels froze funds for Hungary. EU sources explain that, specifically, the recall refers to the fact that “the measures envisaged by the mechanism must be proportionate to the impact of violations of the rule of law”. Furthermore, that text regulates “fair treatment” among the 27 in the application of the conditionality mechanism.
“Agreement! The European Council delivered on our priorities. Support Ukraine. Fighting illegal migration. Supporting European competitiveness. A good day for Europe.” Thus the President of the European Commission, Ursula von der Leyen in a tweet, applauding the agreement reached at the extraordinary summit of European leaders on the review of the community budget which includes the aid package for Ukraine.
