As part of the EU4Health Programme, the European Commission’s Health and Digital Executive Agency (HADEA) has published the following two calls for tenders:
Capacity building to support the uptake of biosimilars in a multistakeholder approach
Supporting training on medical countermeasures and cross-border health emergencies.
Capacity building to support the uptake of biosimilars in a multistakeholder approach
Biosimilar medicines have similar efficacy and safety to reference medicines and have the potential to realize significant savings for healthcare systems and improve access to medicines for patients. However, barriers remain that, to some extent, prevent its entry into the market and adoption by healthcare systems.
The call for tenders “Capacity building to support the adoption of biomisimilars in a multi-stakeholder approach” aims to support national authorities in implementing policies and practices that improve competition from biosimilars, to contribute to accessibility, affordability and the availability of medicines for patients in the EU.
The total estimated value of the contract is equal to 1,500,000 euros.
The deadline for submitting applications is set at 9 February 2024ore 16:00 (CET).

Supporting training on medical countermeasures and cross-border health emergencies
The subject of the tender is the design and delivery of training courses, the development of e-Learning/online content, as well as the design and delivery of simulation exercises on preparedness and response to cross-border health threats , including medical countermeasures.
In particular, the tender includes the following two lots:
Lot 1: Design and delivery of eLearning training and development courses
This lot will be dedicated to the design, planning, organization and evaluation of training courses, including the design, development, implementation and maintenance of eLearning/online content.
Lot 2: Design and implementation of simulation exercises
This lot will be dedicated to the design, planning and implementation of different simulation exercises, depending on the objectives set by the lead and/or participating contracting authority.
The overall objective of the framework contracts on training and exercises is twofold:
The estimated total value of the contract is equal to 25,000,000 euros.
