Former Deputy Mayor of Shenzhen City Under Investigation for Alleged Misconduct

On March 14, Huang Min, the former deputy mayor of Shenzhen City in Guangdong Province, was announced to be under investigation for “serious violations of disciplines and laws”. The official website of the Central Commission for Discipline Inspection of the Communist Party of China made the announcement, sparking speculation that Huang Min may be connected to the infamous “Arctic Catfish Grandpa” incident.

Huang Min, who previously served as a member of the Standing Committee of the Shenzhen Municipal Committee, has come under scrutiny due to his past relationship with Zhong Gengci, known as the “Arctic Catfish Grandpa”. Zhong Gengci, a former director of the Freight Management Branch of the Shenzhen Municipal Transportation Bureau, was investigated last year following revelations made by his granddaughter about their family’s wealth.

Public opinion on mainland netizens speculated that Huang Min may have protected Zhong Gengci, hindering the investigation into his case. Huang Min, who was relieved of his administrative duties last November, has a long history in the transportation department of Shenzhen City, dating back to 1987.

The investigation into Zhong Gengci last year led to his expulsion from the party, the determination of his retirement benefits as a second-level officer, and the confiscation of his illegal income. The Shenzhen Municipal Commission for Discipline Inspection stated that Zhong Gengci confessed to various violations, including engaging in profit-making activities, seeking benefits for others, and accepting illegal property.

In response to the handling results, many online comments criticized the perceived leniency of the punishment and suspected the presence of a protective umbrella. Additionally, during Huang Min’s tenure as deputy mayor, he was accused by the overseas Minghui website of actively participating in the persecution of Falun Gong.
