The rules that will be used by entities such as the Pro loco have finally been formalized to try to manage or organize, albeit at the last minute and with some important restrictions, the festivals that traditionally animate the summers of cities and towns in the province. “For the volunteers it will be enough to put up the signs to signal the rules and prohibitions,” says the provincial president of Unpli Davide Praloran.
NO VIGILE VOLUNTEERS
The activities for the larger events are already underway, or about to be, so as to make up for as much time as possible; expectations, however, are not high and we work with the hope of laying at least a first step for the next return to normal activity. “We do not expect to make huge numbers and this, all in all, will help the festivals in managing safety,” explains Praloran. «In the last few hours, precise rules have finally arrived that allow us to organize ourselves and to know what we have to do and what not. This is not a “free all”, because sanitation, spacing and masks indoors are still mandatory, just as it is still forbidden to organize dances, but now we know that the random checks that will be made to verify the possession of the Green pass will be carried out by the police and, above all, that it will be the responsibility of individuals to be in possession of the right documentation: a bit like what happens with a car license. We are satisfied, because it did not seem right that volunteers should take on this type of responsibility ».
The official statement came through a circular from the Ministry of the Interior, addressed to the Regions, a document that the Pro Locos themselves had been waiting for for some months: “In May and June we did not know what could be done and what not and this had led many to desist from organizing events “, Praloran emphasizes,” after which the institution of the Green pass had further reduced the number of participants, but now this new glimmer of normality allows us to catch our breath “.
Not for this, however, the application of the anti-contagion rules will be neglected: “I want to emphasize that the column with the hand sanitizer is not placed at the entrance of the festivals for beauty”, Praloran specifies, “I always say to the volunteers to make sure that everyone uses it correctly, recalling, with the appropriate kindness, those who forget it. Same thing for the use of the masks and the sanitation of the tables by the person in charge of the service ».
AAA VOLUNTEERS LOOKING FOR
The effects of Covid and of this abundant year of health emergency, however, are not felt only on the restrictions still in force or on the lower than normal numbers; also re-weaving ties with the whole world of volunteers who have animated the festivals over the years is not easy: “The general arrest that has occurred, and which in some cases still exists, has led to the unhinging of the system that there was before “, continues the Unpli president of Belluno,” the kitchens work less and there is still a lot of demand for take-out, while on the front of the volunteers you pay the general uncertainty and many of the adhesions that you had in the past do not there are more. We need to rebuild everything, but this is a situation that is occurring in all the Pro loco in Italy ».
INDUCED IN SUFFERING
If the festivals do not work at full capacity, however, a very important slice of the local economy suffers, made up of producers, suppliers and service providers: “We must not forget that from the butchers who supply the meat, to the graphic designers who work of flyers and posters, there is a whole world that revolves around festivals “, concludes Praloran,” it is an economy that must return to life, we hope that with these first attempts, such as the Limana festival which will start on the 13th (today , ed) and it will go on almost until the end of the month, we can put a system back on its feet which is the very backbone of community life in our province ”.
