Chen Simin: The Four Chiefs of Liaoning’s Public Security All Dismissed and the Inside Story of the Biggest Public Opinion Accident | Liaoning Provincial Public Security | Wang Dawei | Li Feng

[The Epoch Times, March 6, 2022]On the eve of the Two Sessions of the 20th National Congress of the Communist Party of China, the top political and legal officials were purged again. On March 1, Wang Dawei, the current vice governor of Liaoning Province, the director of the provincial public security department, and the deputy leader of the provincial political and legal team education and rectification leading group, was investigated. Wang Dawei, who was investigated in this report, is a “Northeast Tiger” who has served in the Northeast Public Security System for a long time, and is also the fourth consecutive director of public security in Liaoning Province in the past 21 years.

According to public information, since 2001, the Liaoning Provincial Public Security Department has only had 4 directors. Wang Dawei’s investigation this time means that all 4 public security directors have been sacked in the past 21 years. They are:

Li Feng, from 2001 to March 2002, served as the director of the Liaoning Provincial Public Security Department, in May 2002, he served as the secretary of the Provincial Political and Legal Committee, and in October 2011, he served as the Liaoning Provincial People’s Congress. In 2016, Li Feng was removed from office for investigation for the bribery case of Liaoning National People’s Congress deputies.

Li Wenxi, who succeeded Li Feng as the director of the Liaoning Provincial Public Security Department in May 2002, stepped down as the director of the Provincial Public Security Department in 2011, and served as the vice chairman of the Liaoning Provincial Political Consultative Conference since March 2011. 10 years later, on January 25, 2021, Li Wenxi was investigated.

Xue Heng, succeeding Li Wenxi, served as the director of the Liaoning Provincial Public Security Department from March 2011 to March 2013. After March 2013, he served as the deputy governor of Liaoning Province and the vice chairman of the Liaoning Provincial Political Consultative Conference until he notified Xue Heng on August 23, 2021. Voluntarily surrender to the investigation.

Wang Dawei, who succeeded Xue Heng as the director of the Ning Provincial Public Security Department in March 2013, his resume shows that Wang Dawei has worked in many departments. Wang Dawei officially entered the political and legal system after he served as secretary of the Harbin Political and Legal Committee in 2007. In July 2009, Wang Dawei entered the public security system and served as the deputy director of the Heilongjiang Provincial Public Security Department. In March 2013, Wang Dawei moved to Liaoning, and has been sacked since his appointment. Wang Dawei has been at the helm of the Liaoning Provincial Public Security Department for 9 years.

It is worth mentioning that when Wang Dawei took office in Liaoning, the largest public opinion incident in the country broke out in Liaoning. The torture and torture of inmates in the Masanjia Women’s Forced Labor Camp in Shenyang shocked both home and abroad, and caused people to tremble and grieve. No less than the current “chain girl” in Xuzhou, Jiangsu.

In early April 2013, the Chinese media “LENS” magazine published a 20,000-character report “Out of the “Ma Sanjia”, 62-year-old petitioner Wang Guilan hid a volume of “Reeducation through Labor Diary” written by Liu Hua, a fellow dormitory laborer in her vagina, and brought it out. The forced labor camp, in this forced labor camp diary, recorded that the torture in the forced labor camp, such as “tiger stools, trumpets, double-teams, big hangings, electric batons, Qazis, and dead people’s beds” are shocking and creepy, and online microblogs at home and abroad are angry. The comments and threads are overwhelming.

For example, Cao Baoyin, director of the media research institute of the Beijing News, who was outspoken at the time, broke down in the recorded program and said that the Masanjia Women’s Forced Labor Camp in Liaoning is an 18th hell, and it is our mothers who are tormented in this hell. , our sisters, our daughters, the correctional staff in the labor camp just wear a uniform and can torture like wild beasts, “even beasts don’t do this to the same kind.”

In particular, the article “Getting Out of “Masanjia” also disclosed that the various torture or torture instruments in Masanjia Forced Labor Camp were originally dedicated to “special groups” and “specific types of personnel”, but were later used in General education (ordinary labor camp personnel). The so-called “special groups” and “specific types of people” are Falun Gong practitioners.

According to the Minghui website, which reports the truth about the persecution of Falun Gong, since Jiang Zemin launched the persecution in 1999, Masanjia Forced Labor Camp has taken on the heavy responsibility of persecuting Falun Gong practitioners. and criticized the physical and psychological persecution of Falun Gong practitioners in Masanjia Forced Labor Camp. In other words, “Get Out of “Masanjia” is far from telling the extent and scope of the crime of torture, and that the torture and persecution of Falun Gong practitioners in the Masanjia Forced Labor Camp will not make mainland Chinese people familiar with the technology of circumventing the wall and reading news a long time ago.

For example, Ai Xiaoming, a professor at the Department of Chinese at Sun Yat-Sen University in Guangzhou, wrote in “The Vagina Is Roaring – Facing the “Ma Sanjia”: The “Ma Sanjia” atrocities are not isolated or pioneered; earlier, well-known lawyers Gao Zhisheng has written letters to senior Chinese leaders urging an end to the atrocities. I remember he wrote this sentence: Almost every victim’s genitals were attacked… The facts disclosed in that letter were terrifying, and the story of the writer was even more tragic. Under the threat of violence, the public, myself included, fell silent.

Gao Zhisheng, who used to be one of the “Top Ten Lawyers in China” but whose life and death are still unknown, wrote to the Hu and Wen authorities three times in 2005 in order to call for an end to the persecution of Falun Gong. The three open letters disclosed the following: “610” was used as a symbolic power, and the Continuing to “deal” with our people in the form of killing in body and spirit, in shackles and chains, electrocution, tiger benches, etc., this completely underworld power is constantly tormenting our mothers, our sisters, Our children and our entire nation. It also described “extremely indecent” attacks on the sexual organs of Falun Gong practitioners (both male and female) by 610 personnel and the police.

According to the article “The Criminal Masanjia Supported by Money, Fame and Fortune” on Minghui.com, Wang Maolin and Dong Jufa, the heads of the “610 Office”, an illegal organization that specializes in persecuting Falun Gong, inspected the Masanjia Forced Labor Camp in early July 2000 and made a report to Jiang Zemin. After a detailed report, Jiang Zemin allocated a special fund of 6 million yuan to Masanjia Forced Labor Camp, and ordered Liu Jing, the head of the “610” central government, to quickly build a “Masanjia Ideological Education Transformation Base”. After that, Masanjia Forced Labor Camp spread the torture to the whole country as the experience of persecuting Falun Gong practitioners.

Today, the re-education through labor system has been abolished, but the gears of persecution are still in motion, and the crimes of the “Ma Sanjia” continue. There are still brainwashing classes, re-education camps, and other institutions, as well as prisons, to persecute Falun Gong practitioners. Retrieving information on Minghui.com, incomplete statistics show that from November 2021 to February 2022, in less than 4 months, there have been as many as 7 cases of persecution causing death in Liaoning Province.

In fact, as early as September 26, 2013 on Minghui.com, “Director of Liaoning Provincial Public Security Department Wang Dawei took office half a year to bring disaster to Liaoning”, he once advised Wang Dawei to rein in his horse and stop participating in the persecution. Which one will end well?

Now, with Wang Dawei sacked, since 2001, all four consecutive directors of the Liaoning Provincial Public Security Department have been sacked. It is hard to imagine how dark the legal environment in Liaoning will be. As a result, some official media published an article “How can Liaoning Public Security recover the lost 20 years?”, and some netizens commented that the title “How to recover the lost” can be changed to “Why is it lost”. In fact, the fall of the CCP’s political and legal personnel is no longer news. It is news that they can not ignore the existence of this corruption fuse. The 21 years in which all four public security chiefs of Liaoning Province were spared was the 21 years in which the Falun Gong group was persecuted.
