If the slow start of work on 110% now seems to be a thing of the past, also thanks to the corrections of the Simplification Decree, the jolts that are shaking the construction market, restarting after years of stagnation, still risk creating problems for many construction sites.

The issue is related to the exponential growth of raw material prices. The latest elaborations of the Ance, which compare the situation of November 2020 with that of the last months, are very eloquent: + 243% for rebar steel, + 128% for polyethylene, + 38.6% for copper, + 73.8% for PVC, + 76.1% for coniferous wood, + 25.2% for bitumen.

Trap for the construction sites of the superbonus

A trend that creates a perfect trap for superbonus construction sites. Because companies that had already closed their contracts before this flare-up risk having serious problems with sourcing and maintaining their margins. Above all, however, a question arises as to who has yet to start work. Those who, in fact, are defining the specifications and offers for interventions linked to 110% will be able to insert higher prices in the contracts but will still have to deal with the “price lists”, the price lists of the processes.

In fact, it must be remembered that the superbonus practice must be accompanied by an asseveration on the congruity of unit prices, through which a technician certifies that the maximum costs by type of intervention are respected, linked to the regional price lists or, alternatively, to the price list published by Dei, typography of civil engineering: a rule that was born as a protection mechanism to avoid abuses in the use of a very convenient tax discount.

The problem, however, is that these lists are not keeping pace with commodity increases. Thus putting companies and clients offside, which seriously risk not being able to enjoy the super bonus on part of the work carried out, because the prices of materials often exceed (even by much) the limits set by law.
