The Council of Ministers approved the corrective decree for the reform of sports work. The ratification and execution of the protocols to the North Atlantic Treaty on the accession of the Republic of Finland and the Kingdom of Sweden made in Brussels on 5 July 2022 are also being examined by the members of the Government.
Sport, simplification and cost containment
From the expansion of the notion of sports worker, with the expansion to new figures, to collaboration contracts for amateurs and tax and social security benefits up to the sports volunteer. These are some of the innovations envisaged by the legislative decree scheme approved by the Council of Ministers (as a preliminary examination) and proposed by the Minister of Labor Andrea Orlando, “corrective” to sports work containing measures to simplify and contain charges (contributory and fiscal), for professional services, in order to make the impact of the 2021 reform more sustainable for amateur associations and clubs.

Cooperatives and entities registered in the single national register of the third sector (Runts) can also register in the Register of amateur sports activities, where they carry out the organization and management of amateur sports activities as an activity of general interest. The faculty of self-allocation of profits for amateur clubs and associations is expanded. The notion of sports worker is expanded, in order to also include new figures, necessary and instrumental to the performance of sports activities. In the area of amateurism, the prerequisites for the establishment of independent sports work relationships are specified, in the form of coordinated and continuous collaboration. The digitization of the obligations connected with the establishment of sports employment relationships is envisaged, through the National Register of amateur sports activities. The figure of the sports volunteer is defined and the signing of vocational apprenticeship contracts with young people from the age of 15 is allowed. Tax and social security benefits are provided for sports workers, and for coordinated and continuous collaboration relationships of an administrative-managerial nature, in the area of amateurism. Still in the area of amateurism, the abolition of the sporting constraint is anticipated.
Concession A24 and A25 revoked
The concession for the Autostrada dei Parchi, or the A24 and A25, was then revoked. It was the Toto group company that asked for the contract to be terminated early due to the impossibility of obtaining the necessary funds for the safety measures. “I believe that the provision on the revocation of the concession for the Parco Autostrada is historic and we are very satisfied – comments the Minister of Agricultural Policies and M5S Head of Delegation to the Government Stefano Patuanelli, leaving the CDM – I and the Minister Orlando during the meeting expressed great satisfaction.
