Shanghai Updates “15-Minute Community Living Circle” Action Plan with New “1+N” Community Service Space Layout
On April 2, Shanghai unveiled its latest initiative to enhance community living with the release of the 2024 “15-minute community living circle” action plan. The goal is to foster a sense of urban governance where “everyone participates, everyone is responsible, everyone contributes, and everyone shares”.
A key aspect of this year’s plan is the focus on improving the “1+N” community service space layout within the city’s 1,600 basic units of “15-minute community living circles”. The “1” component will consist of a one-stop comprehensive service center known as the “People’s Square”, with the Party and Mass Service Center as its core. The “N” aspect will feature small facilities connected through a slow traffic network, creating the “Six Art Pavilions” as additional service spaces.
Shanghai’s new spatial layout model emphasizes a “perfect” and “perfect” public service orientation. The “Ten Perfect” principles aim to ensure basic services such as party and mass services, employment, medical care, elderly care, and child care. Meanwhile, the “Ten Perfect” standards focus on enhancing quality and characteristics, including elements like natural ecology and universal learning. By the end of 2024, the city plans to complete at least 110 “People’s Square” projects and 50 “Six Arts Pavilions” projects.
Moreover, the city’s “15-minute community living circle” construction will continue to address pressing livelihood issues and promote the development of embedded service facilities within communities. Through a four-level communication platform spanning “city-district-street-town-village”, Shanghai plans to establish 108 “People’s Urban Classrooms” throughout the year. Additionally, efforts will be made to collect information on community-level public service facilities, public spaces, and slow traffic networks to create a “15-minute community digital life circle” and digital map. This resource will offer citizens access to community public service inquiries and dynamic reminders.
