The discussion on this dossier has been going on for days and time is running out, as the reform on justice is tightened by three deadlines: that of 19 April with the scheduled exam for the Chamber of the Chamber (Tuesday 5 April voting begins in Justice Commission in the Chamber), that of June 12 with the vote in the referendum and, finally, that of the beginning of July when the elections of the CSM should be held.

Prime Minister Mario Draghi assured that the government would not raise the question of trust on the provision. A sign of openness appreciated by the parties, which however resulted in a lengthening of the negotiation times. The main obstacles are, at present, mainly two: the “temperate draw” to elect the CSM, and the question of “revolving doors”. It is necessary to reach an agreement on everything, text and amendments, so as not to force the government to review its position and, put the trust. That of justice is, together with those on taxation and competition, one of the three strategic reforms for the National Recovery and Resilience Plan, in which the Government received the second yes from the European Commission.

Mattarella: the reform of the CSM can no longer be postponed

Hence the choice of the Minister of Justice to push on the accelerator and convene the majority. The goal is to find a solution that allows us to overcome the cross vetoes of the political forces that support the executive. Center-right and Iv in the head. Another call from the President of the Republic, Sergio Mattarella, who, from his inauguration speech onwards, has repeatedly stated that “the reform of the CSM can no longer be postponed.”

Summit to the bitter end

And after the last three, long, majority meetings, it’s time to close. The summit, moreover, has a starting time (10 am on Monday 4 April), but not an ending one. And it is no coincidence that the agenda of the Cartabia on Monday does not mark other appointments for the day.

First question: the electoral system of the self-governing body of the judiciary

The knots that will be solved are not insignificant and until now they have given way to reform. The first: to get out of the impasse on tempered draw for the election of the CSM, supported by Fi, Lega and IV, there is another type of draw on the table, that on the formation of constituencies, proposed by a group of Northern League deputies. This could be a starting point. Cartabia invited us to reflect on the hypothesis because this would be an unconstitutional draw, and it would not be entirely new, given that a form of draw for the constitution of the colleges was originally envisaged and was then repealed.
