Many local governments have also formulated special support policies for general airport construction, and they are full of expectations for the future of general aviation.
Up to now, the total number of general airports registered and managed nationwide has reached 356, of which 85 are certified airports and 271 registered airports. But compared with the 19,700 general-purpose airports in the United States at the end of 2019, we have a considerable gap. During the “14th Five-Year Plan” period, it is imperative to further deepen the reform of general airport management.
To unswervingly deepen the general airport management reform, it is necessary to have an objective and clear understanding of the current development stage and development environment, make overall considerations, and comprehensively reconstruct. For a long time, general airport construction management has been referring to transportation airport standards, resulting in excessively high construction standards and investment of general airport, complicated examination and approval procedures, and severely restricting the growth of the number and scale. In addition, my country’s airspace control has various restrictions on the location of general airports and the use of airspace. The approval procedures and procedures are cumbersome and long, and there are many ambiguities in the current regulations. In 2017, the Civil Aviation Administration issued the “General Airport Classification Management Measures” for the first time to separate the management policies of general and transportation airports, and the effect was remarkable. In the same year, 80 new certification airports were added. In 2019, the State Council issued the “Reform Plan for the Division of Central and Local Fiscal Powers and Expenditure Responsibilities in the Transport Field” to further streamline the division of responsibilities between civil aviation administration departments and local people’s governments. Subsequently, the Civil Aviation Administration issued the “Class B General Airport Filing Measures (Trial)” and launched the “General Airport Information Management System”, which greatly simplified the airport access process. Through a series of special policy supplies, the general airport has entered a stage of rapid development, and the general airport management system is being fully reconstructed.
Unswervingly deepening the reform of general airport management must be placed in the context of national economic and social development, actively respond to the main contradictions in the development, and solve the practical problems in the reform. After several years of continuous navigation reforms, the contradiction between the entry barriers and high institutional costs of general airports has been transformed into a problem of whether various management systems can be effectively connected, coordinated, and coordinated. The mechanisms of all parties need to be straightened out, adjusted and coordinated. Optimization problem. In the first half of this year, the number of new general-purpose airports was only 12. Some general-purpose airports that are under construction and not under management have encountered difficulties in coordination and implementation of various systems, which caused difficulties in project progress. In some places, the construction of general-purpose airports was blindly launched without professional site selection procedures, and the progress was restricted by various aviation professional issues and progress was slow. In some places, multiple departments in a city are engaged in general aviation. The supervisors are not familiar with civil aviation regulations and industry characteristics, and are not familiar with technical issues such as clearance requirements in general airport construction. The preliminary work and expenses have already occurred, but the airport project cannot be implemented. Only by effectively clarifying the specific mechanism of general airport construction and operation can the policy dividend be released continuously.
To unswervingly deepen the general airport management reform, it is necessary to do a good job in the research-based basic work to promote the reform, the key special work to lead the problem, and the long-term rule of law work to solidify the results.
