Between 2021 and 2023, the two houses of Parliament spent 1.1 billion USD (60% used by the National Assembly and 40% by the Senate). This is what reveals the report on the budgetary governance of Parliament, presented Thursday May 9 in Kinshasa by the Center for Research in Public Finance and Local Development (CREFDL).
This report, entitled “ The biface of the Congolese Parliament. A controller to control », highlights the budgetary nature of both houses of Parliament.
As an illustration, the expenses of the Congolese legislative body are estimated at 1.1 billion USD. This is an excess of 298.9 million, this report reveals.
The National Assembly, under the governance of Christophe Mboso, spent 90.2 million USD against 4.5 million USD planned for the acquisition of 26 buses: 12 Coaster brand 30-seater buses and 14 minibuses intended for the transport of service directors .
The NGO also denounces “massive and abusive” recruitment of staff. For example, the administration of the National Assembly has a staff of 612 people; while political cabinets have 2756 agents, although limited to 87 by regulatory texts.

CREFEDL says it has compiled around 500 documents, in addition to interviews with administrative staff as well as parliamentary assistants.
The NGO claims to have sent a letter to both houses of Parliament without ever receiving a response from them. Finally, the NGO recommends that the General Inspectorate of Finance (IGF) and the Court of Auditors launch a joint fact-finding mission to Parliament.
