The president of the republic, Nayib Bukele, has focused his government management on the fight against gangs, which are the criminal organizations that caused the high rates of violence and public insecurity, according to the most recent pre-election report from the international non-partisan organization Directory. Legislative.

One of the actions that the Salvadoran president took at the beginning of his administration was to implement the Territorial Control Plan (PCT), which the organization defined as “an ambitious security plan”, adding the state of exception, a constitutional measure that was approved with the votes of the New Ideas legislative group.

«In force since March of that year [2022] Faced with an increase in murders, the emergency regime has led to the arrest of more than 75,000 people and has become one of the most popular measures of the Government of [Nayib]Bukele,” reads the organization’s pre-election report.

The opposition political parties (ARENA, FMLN, VAMOS and Nuestro Tiempo), their related media and international non-governmental organizations have questioned the implementation of the special regime that serves to combat gangs.

“Although there is a consensus among political forces regarding improvements in the country’s security situation, opponents of [Nayib] Bukele question the extent of the use of this tool. In addition, they have reported human rights abuses with this instrument,” the document adds.

Even the presidential formulas of ARENA (Joel Sánchez and Hilcia Bonilla), FMLN (Manuel Flores and Wérner Marroquín) and Nuestro Tiempo (Luis Parada and Celia Medrano) have been against the continuity of the constitutional measure.

However, according to surveys, at least nine out of 10 citizens are in favor of the permanence of the emergency regime to continue the fight against gangs, a phenomenon that during the ARENA and FMLN governments was considered by the Salvadoran population as the main social problem of the country.

Throughout the presidential campaign, the political opposition candidates have maintained that if they win the elections – which will be held tomorrow – and take possession of the presidency, they will no longer continue with the state of emergency.

«The focus of the election will be on the re-election candidacy of President Nayib Bukele (New Ideas candidate) who […] It was authorized by Justice. He will face five opposition formulas, including ARENA and FMLN, although polls predict that the president will win comfortably in the first round,” the report stated.

On September 3, 2021, the Constitutional Chamber of the Supreme Court of Justice (CSJ) enabled immediate presidential re-election.
