Haut-Katanga: the provincial assembly sets up its final office

The Haut-Katanga provincial assembly has its new definitive office, elected Friday April 19 in Lubumbashi.

This office will now be headed by Michel Kabwe of the UDPS.

There is not a single member of the opposition in the new definitive configuration, almost all the new members are actors of the sacred Union of the nation.

Sous tension

This election took place after several twists and turns characterized, among other things, by the forfeiture of the age office following a petition from provincial deputies. The latter accused him of incompetence.

They set up a new office, which the outgoing members refused to recognize.

To express their dissatisfaction, these former members, who were all candidates for the position he held, boycotted the session devoted to the election.

It was therefore in their absence that the election and installation of the final office took place.

Most of the candidates remaining in the room did not have a challenger, especially as those in the opposition slammed the door, believing that the internal regulations were intentionally violated by the new age office.

Issues of the regular session

Only 35 deputies out of the 48 in the provincial assembly took part in the vote. 34 chose Michel Kabwe. He will be assisted as vice-president by Liliane Komba, elected with 33 votes.

For the positions of rapporteur and deputy rapporteur, there were unique candidates. David Kitondo and Samuel Kilolo Yumba passed with 34 votes respectively.

At the quaestorship, out of three candidates lined up at the start, only two launched into the battle. The third withdrew.

For this position, the independent Ahmed Mukuna Chaumba was elected with 29 votes against 4 votes for Micheline Ntumba.

Michel Kabwe thus becomes the 5th speaker of the provincial assembly of Haut-Katanga after Mwela wa Sambi, Freddy Kashoba, Kyungu wa Kumwanza, and Michel Katebe.

Liliane Komba also becomes the very first woman to hold the position of vice-president.

The election and installation of this office thus marks the end of the extraordinary session and the beginning of the ordinary session of this deliberative body.

This must elect the senators and the provincial governor on April 29, according to the timetable published by the Independent National Electoral Commission (CENI).
