Healthcare employees, unions divided on overtime: CISL and UIL sign, not CGIL

UDINE. Cisl and Uil find an agreement with the Department of Health for the destination of the 16 million euros of additional regional resources (RAR), but not the CGIL which does not sign and so, exactly as for the funds allocated to private health agreement a couple of weeks ago, the three main organizations representing workers in the country split up.

The red union ends up isolated again and prepares for the protest sit-in on Tuesday 27 July, outside the regional council, to ask the center-right junta for more funds (and hires) for public health.

The agreement signed on Monday 26th is valid to all intents and purposes considered as Cisl and Uil represent, respectively, about 31% and 28% of unionized employees – while the Cigl “weighs” more or less 13% – and therefore, together , they form the absolute majority of the staff in the sector.

The CISL, represented by the general secretary of the public function Massimo Bevilacqua and by the one with responsibility for health care Nicola Cannarsa, and the Uil, with the number one of the Fpl Luciano Bressan, signed the agreement after the promise, by the councilor Riccardo Riccardi, of the allocation of a further 5 million in balance sheet adjustment for extraordinary activities connected with the Covid emergency.

“This is a signature of maximum responsibility, which came after a real and open discussion with the councilor for health – explain the representatives of the two unions -. The definition of the agreement with the additions requested by the CISL and UIL secretariats, in fact, puts in place a concrete response to the commitment of the professionals who have spent themselves in facing and guaranteeing the health, administrative, technical and support activities during the months of the pandemic.

The economic enhancement given by the RAR, the additional 5 million euros made available by the junta for the activities related to Covid, a part of the national funding for the vaccination plan and the authorization for additional services for nurses, radiology technicians and health assistants , figures difficult to find on the market, are the answer that CISL and UIL expected as a guarantee to be able to sign the agreement ».

Bevilacqua, Cannarsa and Bressan go even further in their analysis. «Further and unnecessary delays in signing the agreement – they continue – would have significantly penalized the staff.

Now we hope that, in a short time, the real confrontation in merit and method with the companies of the health system begins with respect to the declination of the regional agreement that strengthens the concept of rewarding and overcomes in an absolutely satisfactory way the initial insufficiency of resources necessary to the payment of the extra-hourly activity, thus guaranteeing the balance of the hours accumulated through an equitable distribution of funds among the companies in respect of territoriality ». This is a criterion very dear to CISL and UIL.

The signing on Monday, they conclude, comes after a very tight process “and a period of great difficulty dictated by the pandemic emergency”. In March, in fact, «the“ excerpt ”agreement was signed regarding the use of a part of the additional regional resources, aimed at enhancing the“ continuity of care ”.

The first months of 2021, then, “were particularly complex to manage with regard to welfare activities: the pandemic, the state of emergency and the vaccination campaign put a strain on the organizational system” with “the hospitals and the territory overloaded in an important way and, for this reason, the attention of our trade unions could only be directed to the personnel who contributed directly and indirectly in containing and managing the emergency ».

Councilor Riccardi is also satisfied with the agreement. «It is an excellent result – comments the vice president of the Region – and I am really happy that two important trade union organizations such as CISL and UIL have shared the proposed text on the basis, among other things, of shared conditions.

I note, in any case, that there are trade unions that try to find useful solutions to the employees of the sector and others, instead, who engage in protest sit-ins of which I do not understand the meaning. Then if someone else wants to sign the agreement we are available.

But on the basis of the text shared with CISL and UIL, not what now only someone who deals with, and worries about, is more concerned with principals than with important issues for those who work within the Friuli Venezia Giulia health system “. –
