The first is the reduction of taxes and fees for real money. This year, a new combined tax and fee support policy will be implemented, and corporate income tax will be halved for the annual taxable income of 1 million to 3 million yuan for small and micro enterprises. Large-scale tax rebates will be implemented for the remaining tax credits. It is estimated that the annual tax rebate will reduce about 2.5 trillion yuan.

Increase corporate innovation incentives. Increase the implementation of the super-deduction policy for research and development expenses, and increase the super-deduction ratio for technology-based SMEs from 75% to 100%.

The per capita financial subsidy standards for resident medical insurance and basic public health services will be increased by 30 yuan and 5 yuan respectively, and promote the provincial-level overall planning of basic medical insurance.

In terms of consumption, continue to support the consumption of new energy vehicles, and encourage local governments to carry out green smart home appliances to the countryside and trade-in.
