The relevant person in charge of the Municipal Water Conservancy Bureau introduced that in recent years, our city has taken the most stringent water resources management system as the starting point, made good use of water resources, managed water resources strictly and carefully, and vigorously promoted the implementation of the most stringent water resources management system.

In order to make good use of water resources, we must first establish a water intake project ledger. Our city took the lead in printing and distributing the implementation plan and work manual for the inspection, registration, rectification and improvement of water intake projects (facility) among the provinces, autonomous regions and municipalities in the Yangtze River Basin. A total of more than 13,100 water intake projects (facilities) were inspected, and more than 12,700 water intake projects were registered, and water intake licenses were maintained. In 2021, our city cooperated with the Ministry of Water Resources to complete a total of 16 cross-provincial rivers and 17 cross-sections of ecological flow targets; the city-level accumulatively completed 12 cross-regional and county-level main rivers with a basin area of ​​more than 1,000 square kilometers and 14 control cross-section ecological flow targets; Various districts and counties have completed the determination of ecological flow control targets for more than 130 rivers, and established three-level ecological flow control targets at the national, city, district and county levels; carried out monitoring and early warning of ecological flow in control sections at all levels to ensure the ecological flow of rivers. In addition, vigorously promote the rectification of small hydropower problems, and build 1,273 ecological discharge facilities for power stations to ensure the discharge of small hydropower ecological flows and ensure the ecological water demand of rivers.

Based on the river chief system, our city has made great efforts to beautify the water environment by promoting the implementation of the municipal chief river chief order, promoting the joint governance of cross-border rivers and normalizing the action of “cleaning up the four chaos” in river courses. In 2021, river chiefs at all levels in the city will patrol the river more than 810,000 times, and find and solve more than 20,000 problems; Sichuan and Chongqing have signed more than 90 cooperation agreements such as joint prevention and control of rivers, and exchanged cadres to manage 81 cross-border rivers. In 2021, 361 “four chaos” problems will be investigated and rectified, a total of 16.9 kilometers of illegally occupied river shorelines will be cleaned up, 15,500 square meters of illegal construction area will be demolished, and 19,000 tons of construction and domestic waste will be cleaned up.
