Currently in Paraguay we are moving towards the construction of solid institutions in the consolidation of public policies in Citizen Security; and we are generating alliances to achieve it, in the logic of building on what has been built and strengthening institutional capacities.
Scenario where the country’s Citizen Security policy, citizen participation and its sustainability, is subject to the political will and determination of the authorities of the government or political regime in power and that the governors, mayors, municipal and departmental councilors assume their responsibility in the governance of public Citizen Security policies in force in the country since 1999.
Current situation also where the Byzantine discussion on the chain of authority in the country’s security policy is already overcome, in which the strategic political level is in charge of designing, implementing, controlling and institutionally evaluating the security policy, generating institutional frameworks. and a broader citizen participation structure to install the strategic collaboration of multiple actors in the co-production of security from the Principle of the Associative Approach (municipalities, governorates, organized neighborhood groups or neighborhood commissions part of the citizen defense and other organizations), and with the National Police in charge of operationalizing at the operational tactical level a community security and situational prevention plan of progressive territorial control with emphasis on mapping and criminal analysis in the security triangle (Tableu, hot spots, observation patrols and connectivity, control of people).
Context where it is essential that the strategic political level with political will and determination has the strategic vision, effective communication, participatory leadership, critical thinking and continuous training.
