The biggest difference between Beijing and Shanghai is that there are many officials. The central government of the Communist Party of China is located in Beijing. If the city is closed, officials from major ministries and commissions will not be able to go to work, and there will be no meetings. Local governments will have to make their own decisions, and the whole of China will be autonomous.
Beijing’s closure is necessarily different from Shanghai. Beijing is blocking China, that is, Beijing’s first step is not to block the people in Beijing, but to block the passage of foreigners entering Beijing. Of course, once Beijing starts to block locals, the food supply situation in Beijing is also better than that in Shanghai, because the density of officials in Beijing is higher than that in Shanghai. These examples show that there are many officials in Beijing, so the food supply will be better than in other places.
