The Civil Service career bill, soon to be discussed in Congress, establishes several provisions for public officials, including the mandatory nature of public competitions for appointments, among other aspects.

The Executive Branch sent the Civil Service career bill to Parliament some time ago, which proposes a reform of the Public Service system, complementing and updating the current provisions of Law No. 1626.

The regulations establish that the public competitive examination will be the only way to enter the civil service career, while specifying that appointments made without a public competition or in an adulterated process will be void.

To achieve job stability, the public official must necessarily have entered through a public competitive examination or a position in the civil service career, in addition to having completed at least 4 uninterrupted years of service in the public service and having passed a knowledge test.

Performance evaluations are also established periodically, which will serve as a parameter when arranging promotions and promotions, internal mobility, training needs for officials or dismissals.

Persons who have been convicted or sanctioned for offenses, crimes or acts of corruption against the public administration will be disqualified from holding public office positions, according to what is provided by law.
