National Planning urges to include public policy in favor of victims in Territorial Development Plans

Within the framework of the National Day of Memory and Solidarity with the Victims of the Armed Conflict, celebrated this Tuesday, April 9, the National Planning Department (DNP), under the direction of Alexander López, has issued a circular that urges the 1,103 mayors’ offices and 32 governorates in the country to incorporate public policy guidelines in support of victims in their respective Territorial Development Plans.

At a work table held at the DNP facilities, López announced this important measure, supported by the Government of Change led by the President of the Republic, Gustavo Petro. The meeting was attended by prominent cabinet figures, including Vice President Francia Márquez and several Government ministers.

The circular issued establishes five specific lines of action that territorial plans must address to guarantee the protection and support of victims of the armed conflict.

These include the implementation of comprehensive prevention and contingency policies, the provision of humanitarian care, the identification of social programs for socioeconomic stabilization, the promotion of spaces for recognition of the memory of the victims and the clarification of the truth, as well as the execution of a general policy in the territories.

In budgetary terms, the circular also establishes significant allocations for the year 2024. $1.4 trillion is allocated for compensation measures, which represents a doubling of resources compared to 2020.

In addition, it is reported that the investment budget of the Victims Unit for 2024 amounts to $2.37 billion, registering an increase of 39.8% compared to the previous year, consolidating itself as the twelfth entity with the largest investment budget in the country.

The deadline for the presentation of the Territorial Development Plans before the municipal councils and departmental assemblies expires on April 30.

Since January of this year, the DNP has been providing support to mayors and governorates in the development of these plans, providing tools and articulating projects with the National Development Plan, “Colombia World Power for Life”, in order to optimize the allocation of resources for initiatives for the benefit of all Colombians.

The Day of Remembrance and Solidarity with the Victims of the Armed Conflict, established by Law 1448 of 2011, commemorates every April 9 how decades of violence have impacted Colombian society, and highlights the resilience of those who continue to advance with their projects. of life despite adversity.
