The Mayor’s Office of Yopal regulated, through Decree 009, the consumption of psychoactive substances in public places and areas such as parks, sports centers, places near educational centers and historical areas declared of cultural interest.
The Decree includes the consumption of the personal dose and that of intoxicating beverages, in an area of two hundred (200) meters around educational institutions of all levels of a public and private nature, as well as outside and inside sports centers. , and in parks, where the consumption, offering, distribution and marketing of psychoactive substances is prohibited. Also included are the common areas of residential complexes or the condominium units of condominium properties.
The decree contemplates the formalization of incentives for reporting, that is, the payment of rewards to citizens whose complaints allow the prosecution of people who distribute, offer and/or market natural and synthetic psychoactive substances in established places.
Adolescents between 14 and 17 years old who are caught distributing, marketing or offering natural and synthetic psychoactive substances will be brought before the family defender or commissioner. Minors under 14 years of age will be subject to the process of restoration of rights, in addition to the other sanctions that are applicable in criminal matters for parents or guardians.
When personal dose consumption is identified in prohibited places, the National Police must order the person in that situation to leave the perimeter area.
The secretary of the government of Yopal, Jorge Andrés Rodríguez González, pointed out that the capital of Casanare is the fourth city in the country to adopt the measure, and the first municipality of Casanare to do so.
