After the interruption in mid-February of the confrontation between the government and trade unions due to the energy crisis and the Russian-Ukrainian conflict, the fate of the new mini-pension reform remains hanging on the few indications included in the premise of the Def by the Ministry of Economy, Daniele Franco to affirm that, in full respect of the balance of public accounts and remaining in the wake of the contribution method, it will be necessary to find solutions to allow forms of flexibility in exit.
Even the resolutions on the Economics and Finance Document voted by Parliament do not contain any reference to the issue of social security, despite the fact that the majority tried to leave a visible “trace” up to the end, thanks also to the opinion of the Labor Commission of Montecitorio. Which invited the government to evaluate changes to the Fornero law for early exits, the social security protection of young people and women and workers engaged in strenuous activities. The unions are pressing to restart negotiations within the big table announced by the executive that should lead to the social pact. But, at the moment, the only outlet for possible new measures seems to be that of the autumn maneuver, as long as the public finance situation and the geo-political framework allow it.
Pensions outside the resolutions on the Def
In the span of 24 hours they entered and exited the many draft resolutions on the Def that followed one another during the long phase of confrontation between the majority and the government, in search of a difficult mediation, but, in the end, pensions remained out from the final text voted by the Chamber and Senate. Yet, one of the preliminary versions explicitly urged the government to evaluate the advisability of providing for the “overcoming” of the Fornero law with the use of tools for outgoing flexibility. Without considering that the League would also have tried to fish out, albeit in a partial version, Quota 100.
The Government Labor Commission: flexibility and free graduation redemption
The parliamentary committees in their opinions on the Def. Starting with the one expressed, with attached observations, by the Labor Commission of Montecitorio in which it is asked to consider the opportunity to introduce, compatibly with budget constraints, the free redemption of the degree and the guarantee pension for young people. And among the requests of the Commission could not miss that on the minimum retirement threshold. With the request to evaluate forms of “outgoing flexibility with amendments to the Fornero law, also providing for targeted interventions for female workers, as they are subject to often discontinuous and low-wage jobs, the widening of the categories of strenuous jobs and to implement the generational relay “.
In the Def possible measures on the pension only in the premise
The Economic and Financial Document makes no reference to any corrections to the social security system. Only in the premise does Minister Franco, referring to the pension system, evoke the possibility of finding, “in full compliance with the balance of public accounts, debt sustainability and the system’s contribution system”, solutions that “allow for forms of flexibility outgoing and a strengthening of supplementary pensions “. According to Franco, “it will also be necessary to deepen the pension prospects of the younger generations”.
