During the presidency of Dr. Oswaldo Hurtado, teacher Edgar Palacios proposed to the Ministry of Social Welfare a project on the research and teaching of music for children and young people with physical and mental deficiencies. In January 1993 he created the National Music System for Special Children (Sinamune), the respective school with 30 teachers and the Orchestra of Special Musicians of Ecuador located in the Carcelén urbanization.
