In April 2021, Song Chengjie, former party committee member and deputy director of the Heilongjiang Provincial Justice Department of the Communist Party of China, who had retired for 6 years, was filed for investigation. Song Chengjie was traced by the International Organization for Investigating and Persecuting Falun Gong because of his involvement in the persecution of Falun Gong practitioners.

In June 2021, He Jianmin, the former deputy director of the Public Security Department of Heilongjiang Province and deputy secretary of the Political and Legal Committee, was investigated on suspicion of “serious violations of discipline and law.” According to information from Minghui.com, He Jianmin bears the blame for Heilongjiang Province being the hardest hit province for the persecution of Falun Gong.

On October 27, 2021, Ma Liang, the party secretary and warden of the new prison in Heilongjiang Province of the Communist Party of China, was investigated for “serious violations of discipline and law.” The newly-built prison in Heilongjiang Province actively followed the CCP Jiang Zemin’s group to persecute Falun Gong practitioners.
