Shenyang, China, to Relax Settlement Conditions and Quotas for Migrant Population
Shenyang, China, is set to make it easier for migrants to settle in the city by relaxing the conditions and quotas for settling in, as well as allowing settling in rental housing. The new policies were announced on Sunday, May 12, by the Propaganda Department of the Shenyang Municipal Committee of the Communist Party of China.
According to the “Several Policies and Measures for Shenyang City to Further Promote the Settlement of Migrant Population,” Shenyang will cancel the quota, indicators, and score limits for points settlement, opening up the city’s doors to a greater number of migrants. The scope of refugee settlement and collective household settlement will also be broadened to include renting houses and working in Shen.
In addition, college students, high school graduates, and students and graduates from technical schools and vocational schools in Shenyang, as well as their close relatives, will also be eligible to settle in the city.
These measures, issued by the Shenyang Municipal Government Office on May 1, are set to take effect 30 days from the date of issuance. Officials in Shenyang have stated that the new policies are aimed at promoting the population development of the city and supporting the overall revitalization of Northeast China with high-quality population growth.
The Daily Economic News has reported that migrants have been a key driving force in Shenyang’s population growth, accounting for 22.61% of the total permanent population in 2020. The Liaoning Provincial Development and Reform Commission has highlighted the need to maintain the city’s population size, as growth rates have been slowing down in recent years.
