The report quoted industry insiders as saying that the draft for comments has two “relentless tricks” for school district housing.
One is enrollment in the university district. Shenzhen’s primary and secondary schools currently use the points system, although it is also a multi-school division, but overall, the relationship between the house and the degree is the closest. According to reports, previously, Xicheng District of Beijing introduced a new school district housing policy, stipulating that families who purchase school district housing after July 31, 2020 will no longer be registered for enrollment in the designated school, and all of them will be in the school district or related in a “multi-school partition” method. Enrolling in a neighboring school district means that students who used to buy a housing in the enrollment district at a high price may not be able to study in a specific school in the designated district. Now, due to the division of multiple schools, it is very likely that they will be enrolled in ordinary schools.
The so-called multi-school division refers to a community corresponding to multiple schools. According to the official, this policy was introduced to promote education equity and reduce room for speculation in school district housing.
The Chinese Communist Party’s official media reported that not only Beijing, but Shanghai, Shenzhen, Chengdu and other cities have also accelerated school district reforms since April, implementing measures such as multi-school division, allocation of places, and teacher rotation to promote fairness in basic education.
Li Yuanhua, former associate professor of Beijing Normal University, told The Epoch Times that this policy reform seems fair on the surface, but due to the unequal investment in basic education by the CCP, education will not be equal at all, “including such so-called key and non-key points. Li Yuanhua believes that the purpose of the CCP’s policy is to reshuffle the cards in this way and squeeze the rich people who buy school district houses.
