The Superbonus accounts are becoming more and more consistent. At the end of April, the total investments admitted to the 110% deduction amounted to 27.4 billion euros, with deductions to be paid by the State expected at the end of the works for over 30 billion. The account was made by Enea, which verified the 155,543 declarations received at the end of last month. But the controversy that feeds the “climate of uncertainty” denounced by the builders weighs on the building incentive that is attracting more and more, thanks also to the extension at the end of September of the terms for the houses. Yesterday the question and answer between the M5S and Prime Minister Mario Draghi. With the latter who reiterated the opposition to the super bonus of 110% due to the costs of efficiency improvements and restructuring “which have tripled”. And the Cinquestelle, which have always been sponsors of the measure, which criticized the criticism as “inadmissible”.

Reeds: thousands of jobs from uncertainty to risk

“Citizens and businesses are worried about this climate of uncertainty that reigns around the Superbonus 110% and which risks blocking thousands of jobs that have already started or about to leave, create huge disputes and cause hundreds of operators to go bankrupt”, denounces the president of the ‘Ance Gabriele Buia, according to whom “it is not possible to continually question rules already in force”. Buia asks for “a clarification and an intervention by the Government to avoid chaos”. Also because the data “clearly show” that most of the irregularities “concern other bonuses” that until now were not regulated.

Orsini (Confindustria): incentive system not in question

The system of building concessions “is not in question” for Confindustria. “It is clear to everyone that the issue of building bonuses continues to be a nerve in the political debate, and beyond. On the other hand – adds Orsini – these are measures that have undergone, in recent months, continuous alterations, to reconcile the need to curb some distortions, with that of maintaining incentive tools that are representing a driving force for the economy of the Country and which play a crucial role in the implementation of the NRP »urges the vice president of Confindustria, Emanuele Orsini, responsible for credit, taxation and finance during a webinar organized by Unisubria. “But, net of the constant dialogue with the Government and the discussion on the critical issues to which we are always available, he adds – it is worth, today, to reiterate that the facility of the facilities, as defined by the latest Budget Law, is not under discussion : the Plan is confirmed and will continue to operate according to the schedule and the established decalage methods. I have personally received reassurances on this and, on the other hand, a radical rethinking in the course of work would not be acceptable ».

Confesercenti: important contraindications

Another opinion is Anama Confesercenti, according to whom the measure was born with good intentions but then “had important contraindications” such as the increase in the costs of materials which affects both businesses and homeowners. Therefore, the operational methods of the bonus should be rethought, without going against the logic of incentives, but making them structural to avoid the rush to work and the consequent uncontrolled increase in prices. Anama proposes, for example, to set a quota to be paid by those who promote the works, who would thus be stimulated to avoid paying more.

The data of Enea

Meanwhile, according to the data received by Enea, it is single-family buildings that have submitted most of the requests for membership of the Superbonus: they have submitted 81,973 sworn certificates, for a total investment of 9.2 billion euros, with an average investment of 112,320 euros per unit. The condominiums have submitted 24,263 sworn certificates, for investments equal to 13.4 billion euros, about 65% of which have already been completed. The average investment is 553,386 euros. Finally, the functionally independent real estate units submitted 49,303 sworn certificates for total investments equal to 4.8 billion euros. The average investment in this case is € 97,575.
