“The high humidity, heavy haze, and low transparency of the sea air result in low visible light penetration, which seriously affects the scope and effect of video surveillance. In addition, law enforcement officers often work at night. If visible light is used as a light source for video surveillance, it is bound to give missions. The disposal brings negative impacts, and their own safety cannot be effectively guaranteed.” Shen Yuntao from the Second Bureau of the China Maritime Police Bureau directly pointed out the difficulties faced by the current stage of law enforcement investigations with the help of the video surveillance system to the experts at the meeting.
“Infrared light has a long wavelength and hardly scatters mist. As long as the temperature of the object is not lower than absolute zero, it will emit infrared light. Even when there is no visible light at night, the suspected target will also emit to the outside world. Infrared light, which provides basic conditions for detecting and monitoring suspected targets.” Tong Dongsheng, associate professor of the Material Evidence Technology Teaching and Research Office of the Maritime Police Academy, believes that in order to overcome the shortcomings of visible light and ensure the smooth development of maritime law enforcement, it is necessary to install shipboards on the maritime police ships. “It can actively use infrared camera technology to illuminate the sea level and suspect ships, and then use the photosensitive components in the infrared video surveillance system to receive the infrared rays reflected by the suspect ships, so as to realize the night vision function.” Tong Dongsheng said.
“When law enforcement officers arrive at the crime scene, they should first use the law enforcement recorder to record the overall appearance of the ship involved.” Tong Dongsheng said, “The traces of evidence left on the ship’s deck and cabin floor after the incident are most likely to be caused by ship shaking or The location change caused by the on-site survey was destroyed. Therefore, it is necessary to record the scene with a law enforcement recorder, and then retrieve the ship monitoring video data.”
