The Independent National Electoral Commission CENI has just proclaimed the candidate Claudine Ndusi as elected national deputy for the territory of Kabare in the province of South Kivu, while on the official lists published by this same institution, it is the name of the candidate Justin BAHIRWE Mutabunga appearing.
A fact noted by the editorial staff this Sunday, January 14, 2024 after the publication of the results, and which suddenly evokes a material error committed by the CENI.
According to some close to candidate Justin Bahirwe, it is inconceivable to consummate this material error from the CENI.
« We believe that this is an error that must be corrected and we nevertheless criticize this level of carelessness on the part of the CENI, which can be seen as an attempt at fraud. », Indicates Bahati Rubango, close to the victim and one of the electoral observers.
How can we explain that a political party or group that has not reached the threshold is proclaimed? Asks the latter, who emphasizes that the victim will file an administrative appeal before the CENI so that it corrects this error.
« If this does not work, we will refer the matter to the Constitutional Court so that it validates the deputy truly elected by the population. We will then mobilize social actors to denounce this way of doing things », he adds.
This material error raises an endless debate within public opinion in the province of South Kivu where the antagonists and protagonists cannot agree.
