President Daniel Noboa confirms that the Fénix plan is underway and as part of the actions, construction of the first maximum security prison will begin in the province of Pastaza on January 11. He revealed this during an interview.

According to the Government’s plans, the construction of this penitentiary center and another in Julio Moreno in Santa Elena will take ten months. And this seeks to have a correct segmentation and isolation of people deprived of liberty in Ecuador.

Noboa explained that the location of these prisons is in these two provinces because, after analysis, it was determined that “they are areas of lesser influence of narco-terrorist groups. In addition, he pointed out that the population will be located 20 and 30 minutes from these centers.

Likewise, he asserted that the National Police and Armed Forces are being strengthened and working to control borders and ports with high-tech systems and through the purging of bad officials in public institutions.

“All of that is moving forward. Let’s remember that we receive a cash and flow gap of 7 billion dollars (…). People say he knew what he was getting into, but they hid many figures from us and we got to see quite a few surprises,” he added.
