The Government of Cesar and the 25 mayors of the department continue to participate in the working groups for the construction of the Departmental Development Plan and the municipal development plans.
The times are short and the work is hard because the roadmap for the next four years must be built, of course, with an impact that goes further.
At the participation tables, the community will surely focus on general issues and attention to problems such as insecurity, lack of employment, improvement of infrastructure, access to drinking water, among other topics. But there is a tendency for groups and communities to focus on their closest issues, more on daily life, to request a project with a very reduced impact limited to the block, the neighborhood or the sidewalk.
But if we specify works, there are several megaprojects that should not be ignored. And no group or community will specifically ask for them. In the case of Valledupar, where just over 40% of the department’s population lives, the Guatapurí River Malecón must be included as a strategic work, which Governor Elvia Milena Sanjuán has announced that this government can begin. And develop several stages.
The boardwalk includes Avenida del Río but not as a high-traffic road, but rather as a tourist and recreational one with bike paths and wide platforms, as conceived by the master plan led by the Territorial Development Finance Company, FINDETER, and the Inter-American Development Bank, IDB. , 8 years ago. The Plan has a key component of relocating inhabitants of the right bank of the river; and a connecting subproject between the Malecón and the Historic Center proposed by Architect Santander Beleño.
The other work is the Valledupar Wastewater Treatment Plant, WWTP, to save the Cesar River. The strategic river of greatest departmental interest. The WWTP costs almost half a billion pesos, and is incorporated into the Departmental and Municipal Development Plan, and attracts various sources of co-financing.
Also include the Valledupar ‘multipurpose’ reservoir. Its structuring is in the National Development Plan of the Petro government (multi-year investment plan), it has had difficulties that can be overcome with dialogues and social studies: the Cesar Government could co-finance the final feasibility studies; However, its construction and operation is long term.
Likewise, productive projects must be massified – there is the idea that everything is cement – with good designs; for example of water districts, the main problem of the Caesarense countryside, especially in the north.
In terms of education infrastructure, institutions continue to intervene, counting on the Loperena School. It is not only about rehabilitating but also about creating new spaces in the capital municipality.
Bilingualism and connectivity should be prioritized as well. There are many aspects and sectors that we cannot, due to space, address. But there is one unavoidable now that the government must give functionality to the great Vallenata Music Cultural Center in the city: promote cultural tourism.
