HISTORY

This work was contracted to solve a ‘White elephant‘of the administration of Franco Ovalle. In 2017, the communities of the Dos Brazos villages, of Chimichagua; El Tambo, Astrea; Las Morrocoyas and Tres Unidas in Curumaní; Los Martínez and La Libertad, in Chiriguaná; Low Roots and High Roots of Pelayareceived with hope the announcement that through a $5.315 million contract they would finally enter the 21st century and have electricity.

The deadline set by the Governorate of Cesar de Franco Ovalle and the contractor was 8 months. Taking into account that the contract was signed in July 2017, in March 2018 they would finally be able to turn on the television or charge a battery without the need for the noise of a plant.

However, the deadline was met and the contractor could not fulfill the agreement. Later, the same consortium declared bankruptcy and only left a part of the works in the villages of Chimichagua, Astrea and Curumaní. In the case of the sidewalks Los Martínez and La Libertad, from Chiriguaná, and Raíces Bajas and Raíces Altas from Pelayawhich now the Government intervenes, the energy never arrived.

Said contract was liquidated unilaterally by the Government of Cesar with a real advance of one 35 % because the networks built, with their structure, were not energized and were the subject of criminal actions.

TESTIMONIALS

On their trips to the trails, the Governorate He shared the testimonies of the inhabitants of the villages. “Last time I took out a skirt and I lost it due to lack of fans; The chickens were already big. Other animals like cattle sometimes die of thirst, since we have no way to get water from the wells, because the light cannot cope with the turbines,” commented Manuel Toloza Mejía, a resident of the Los Martínez village, in Chiriguana.

“Here there is no where to turn on a turbine to have water and water the plantains, it is not possible, if we have the fan on we cannot turn on the turbine, or the blender. Because what we have is insufficient, even the refrigerator I had was damaged,” he said. Odris Contreras, from the La Libertad village. The hope of 57 families is that with this new contract of $1,557 they finally have energy and enter the XXI century.
