The Government Council adopts the draft decree creating the Moroccan Observatory of Public Orders:

The Government Council, meeting Thursday in Rabat, adopted draft decree No. 2.22.78 creating the Moroccan Observatory of public orders, presented by the Minister of Economy and Finance, Nadia Fettah.

This project comes after the Special Commission on the development model had underlined, in its 2021 general report, the imperative to strengthen the transparency of public orders through the regular publication of indicators and associated data, indicated the minister delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas, during a press briefing following the Council meeting.

This project aims to create a Moroccan Observatory of public orders with the government authority in charge of finance, making it possible to collect, process, analyze, publish and update data relating to public orders, and to create a national database for this purpose, he said.

And to continue that the Observatory is also intended to promote consultation and the exchange of information between stakeholders, to set up indicators for monitoring the performance of public orders, as well as to produce accounting and financial information and related economics.

The Government Council, meeting Thursday in Rabat, adopted a draft decree regulating State encouragement for the intensification of animal production, presented by the Minister of Agriculture, Maritime Fisheries, Development Rural and Water and Forests, Mohamed Sadiki. This is draft decree n°2.23.723 amending decree n°2.13.325 of 20 Rejeb 1435 (May 20, 2014) regulating State encouragement for the intensification of animal production, indicated the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas, during a press briefing following the Council meeting.

This project is part of measures aimed at protecting and preserving the genetic resources which characterize the national livestock, through the identification of the characteristics of the breeds of different species of local animals linked to their biological environments, said the minister. And to continue that it is also a question of developing special programs aimed at conserving the genetic resources of local animal species, in order to improve them genetically as well as the granting of state aid within the framework of the regulations in force regarding “encouraging the intensification of livestock production” in order to support the above-mentioned programs. This draft decree aims to modify the requirements of article 7 of decree n°2.13.325 by stipulating that the geographical zones known as “cradle of breeds” will be determined by a decision of the government authority responsible for agriculture, in with a view to supporting the protection and preservation of certain local animal species, explained Mr. Baitas.

The Governing Council, meeting Thursday in Rabat, took note of the agreement relating to the creation of a permanent headquarters of the Pan-African Development Institute (IPD) in Dakhla between the government of Morocco and the IPD, and of Bill No. 19.23 approving the said agreement.

This agreement is part of the desire of the two countries to promote an international aviation system based on competition between airlines, and to contribute to the development of international air services through the establishment of air transport networks. providing services that meet the needs of travelers and carriers, he added.

The Governing Council on Thursday approved proposals for appointment to higher positions, in accordance with the provisions of article 92 of the Constitution.

At the Ministry of National Education, Preschool and Sports -Department of National Education-, MM.
