On November 1, 2021, President Xi Jinping delivered a written speech to the 26th Conference of the Parties World Leaders Summit of the United Nations Framework Convention on Climate Change.

Xi Jinping pointed out that at present, the adverse effects of climate change are increasingly apparent, and the urgency of global action continues to rise. How to deal with climate change and promote the recovery of the world economy is a topic of the times that we are facing.

Xi Jinping made three suggestions.

First, maintain multilateral consensus. To cope with global challenges such as climate change, multilateralism is a good recipe. The “United Nations Framework Convention on Climate Change” and its “Paris Agreement” are the basic laws for the international community to cope with climate change. All parties should strengthen mutual trust and cooperation on the basis of existing consensus to ensure the success of the Glasgow Conference.

Second, focus on pragmatic actions. Only by taking action can the vision become reality. All parties should keep their promises, formulate realistic goals and visions, and do their best to promote the implementation of climate change measures in accordance with national conditions. Developed countries must not only do more themselves, but also provide support for developing countries to do better.

Third, accelerate the green transformation. Driven by scientific and technological innovation, we must promote the transformation and upgrading of energy resources, industrial structure, and consumption structure, promote green economic and social development, and explore new paths for synergy between development and protection.

Xi Jinping emphasized that China upholds the concept of a community of human and natural life, adheres to the path of ecological priority, green and low-carbon development, accelerates the construction of an economic system for green and low-carbon circular development, continues to promote industrial restructuring, and resolutely curbs blindly high energy-consuming and high-emission projects. Development, accelerate the promotion of energy green and low-carbon transformation, vigorously develop renewable energy, and plan to build large-scale wind power photovoltaic base projects. Recently, China has issued the “Opinions on the Complete, Accurate and Comprehensive Implementation of the New Development Concept to Do a Good Job in Carbon Peaking and Carbon Neutrality” and the “Carbon Peaking Action Plan by 2030”, and will continue to release energy, industry, construction, transportation, etc. Implementation plans for key areas and key industries such as coal, power, steel, cement, etc., to introduce safeguard measures such as technology, carbon sinks, fiscal and taxation, and finance, and form a carbon peak and carbon neutral “1+N” policy system, with a clear timetable, Road map, construction drawing.

Xi Jinping pointed out that the ancient Chinese said, “Govern by reality.” China expects all parties to intensify their actions, work together to address the challenges of climate change, and work together to protect the common home earth of mankind.

The World Leaders Summit was held during the 26th Conference of the Parties to the “United Nations Framework Convention on Climate Change” in Glasgow from November 1st to 2nd.
